    Plymouth City Council is seeking organisations to provide supported accommodation and wraparound services for young people aged 16-25 who are homeless or at risk of homelessness, with particular focus on 16-17 year olds. Services should offer safe, accessible accommodation combined with person-centred support tailored to individual needs, including help with safety planning, housing pathways, health and wellbeing access, financial assistance, employment and training, and community integration. Providers must deliver trauma-informed, collaborative services working with statutory, voluntary, and community partners to help young people rebuild their lives and achieve independence. The Council is addressing critical gaps in provision driven by increasing demand, limited accommodation options for those with complex needs, rising homelessness pressures, and challenges in supporting young people into sustainable long-term housing. Successful providers will demonstrate expertise in managing multiple and complex support needs such as mental health issues, domestic abuse, substance misuse, and social isolation, while ensuring equitable access across all communities.
