Repairs and Maintenance Support Services for Portsmouth International Port

Portsmouth International Port, operated by Portsmouth City Council, is seeking a contractor to provide dedicated on-site maintenance support and commercial gas services across its port estate. The contract is valued at approximately £400,000 to £450,000 annually and will run for an initial 3-year term with an option to extend for up to 2 additional years (maximum 5 years total). The contractor must supply a permanent core maintenance team (Monday-Friday, 8am-5pm) to undertake planned, minor, and corrective maintenance work, including carpentry, plumbing, painting, groundwork, and horticultural services. A designated working supervisor must coordinate daily with the Port's Maintenance and Facilities Manager. The contractor must also provide commercial gas safety inspections, planned maintenance, reactive repairs, and a 24/7 emergency call-out service (maximum 2-hour response time). Portsmouth International Port is the UK's largest municipal port, handling approximately 1.6 million cruise and ferry passengers annually across five Roll-On/Roll-Off berths. The port operates daily from 5:30am to midnight, 7 days a week. The contractor should be prepared to potentially scale up staffing by up to two-thirds of the core team during the contract period to meet dynamic operational demands. This is a re-procurement of the Council's existing maintenance service provision.
