Digital Warden Call System Replacement for Sheltered Housing Blocks

Portsmouth City Council is seeking suppliers to replace aging analogue Warden Call and Telecare systems with modern digital solutions across multiple sheltered housing blocks. The project will begin with a pilot installation at Arthur Dann Court, followed by phased rollout to eight additional blocks (The Beeches, Villa Gardens, Elsie Fudge House, Wakefield Court, Lyndhurst, St Clares Court, Tweed Court, and Connors Keep). Scope of work includes replacing all warden call units, upgrading cable infrastructure with new containment, and installing additional intercom points in each bedroom. The upgrade is necessary because the current analogue systems are deteriorating and becoming unreliable, creating service disruptions for vulnerable residents. The replacement must be completed before analogue telephone services are discontinued nationwide in 2027 (Portsmouth has an extension until 2030). Suppliers should demonstrate expertise in digital warden call systems, sheltered housing environments, and ability to install systems with minimal disruption to residents.
