    Portsmouth City Council is seeking a qualified supplier to deliver an integrated domestic abuse support service across Portsmouth on behalf of itself and the Hampshire Police and Crime Commissioner. The service comprises two core elements: refuge-based support in council-owned properties and community-based floating support for victims and families. The service will provide client-led, trauma-informed practical and emotional support to high-risk and medium-risk domestic abuse victims, their children, and where appropriate, perpetrators, helping them rebuild their lives with strength and confidence. Support will also include individual and group-based services for children affected by domestic abuse. The contract is valued at £900,000 per annum (£657,600 funded by Portsmouth City Council for the full three-year term, with additional Police and Crime Commissioner funding confirmed for year one pending formal approval). The initial contract term is 3 years with options to extend for up to a further 3 years (maximum 6 years total). Bids exceeding the capped contract value will be rejected. Tender submissions close 31 July 2026, with contract start on 1 April 2027. Note: Portsmouth City Council will become part of a larger unitary authority following Local Government Reorganisation in March 2026; contracts will include assignment clauses allowing transfer to successor authorities.
