Level 4 Youth Justice Worker Qualification

The Authority is seeking an experienced learning provider to deliver a high-quality, accredited Level 4 Youth Justice Worker Qualification based on trauma-informed practice principles. The provider will train up to 500 frontline officers across the Youth Custody Service over a six-year-four-month contract period (four months implementation, five years of enrolments, and one year teach-out). The course must be delivered in-person and online, covering both theory and practical skills aligned with the Youth Justice Skills Matrix, with each course lasting no more than 12 months. Training must be accessible across three Young Offender Institution sites in England (Yorkshire, Midlands, and London), with face-to-face sessions rotating between the three regions to ensure no location is more than 90 minutes travel time from each session venue. The provider must demonstrate expertise in supporting children in custodial environments and understanding diverse youth justice workforce needs and structures. Learner extensions beyond the agreed duration require Authority approval and will be provided at no additional cost.
