Troyes Urban Flood Protection Works

This contract involves essential flood protection works in the city center of Troyes to safeguard against a projected flood level of Q50 (240 m3/s). The project includes: - Strengthening the city center dikes, which involves creating a spillway on the right bank of the Trévois canal, constructing a new connecting dike with sheet piles, and reinforcing various dikes including Pétal, Bas-Trévois, Bolloré RG, and Moline RD, as well as restoring riverbanks. - Optimizing hydraulic structures at Flotteurs (upgrading the valve system and control panel for full valve opening during floods) and Saint Julien (extending the wall and upgrading the gear and valve box for the fish pass). - Improving drainage conditions in the northern part of Troyes by lowering the embankment on Avenue des Tirverts along the left bank of the Seine for approximately 230 meters and creating a hydraulic annex downstream of the urban area. This public procurement is divided into three lots: - Lot 1: Protection works – earthworks/sheet piles/civil engineering - Lot 2: Forestry, ecological, and landscaping works - Lot 3: Hydraulic regulation works (spillway at St Julien and Flotteurs) – valve systems/metrology/electromechanics/automation/civil engineering Please note that lots 4 and 5 will be subject to a separate future consultation. The contract will be established as a single-award framework agreement with subsequent contracts, with maximum values as follows: - Lot 1: €25,000,000 excluding tax - Lot 2: €5,000,000 excluding tax - Lot 3: €1,500,000 excluding tax The total duration of the contract for lots 1 to 3 is 8 years from the notification date to the contractor.
