Mediation Service for Neighbour Disputes and Anti-social Behaviour - Market Engagement

Portsmouth City Council is seeking a specialist mediation service provider to support Portsmouth Homes in resolving neighbour disputes and anti-social behaviour issues. The service will work across Portsmouth's diverse communities, delivering trauma-informed, culturally competent mediation to prevent conflict escalation and support constructive dispute resolution. Key requirements include demonstrating relevant experience delivering mediation services, meeting quality and accountability standards, and supporting Portsmouth Homes' regulatory ambition to achieve a C1 grading from the Regulator of Social Housing. The service will operate as part of the Council's wider housing and neighbourhoods function, working closely with internal teams and external partners to sustain safe, cohesive communities. The contract is valued at approximately £110,000 annually (subject to review) and will run for an initial 3 years with optional extension of up to 4 additional years. The contract will commence on 1st April 2027. Interested suppliers must submit an Expression of Interest form by the published deadline, including two case studies demonstrating previous mediation service experience. One-to-one meetings with shortlisted suppliers will take place between 15th-26th June 2026. The formal procurement process will follow an Open Procedure under the Procurement Act 2023, with tender submissions due by 23rd October 2026 and contract award by 11th December 2026.
