Software Application Rental for Court Case Management

The National Administration of Penitentiaries is seeking a supplier for a software application that will manage and monitor court case files for a period of 48 months. This contract is a framework agreement with a single economic operator, as per the legal provisions outlined in Law No. 98/2016. The exact quantities required are not known at the start of the procedure. The framework agreement will be established by the Procurement, Management, and Repair Base for the National Administration of Penitentiaries and its subordinate penitentiary units, which together form the penitentiary administration system. Subsequent contracts will be signed and executed by the beneficiary penitentiary units based on the attached specifications. These contracts may be concluded simultaneously with the economic operators who are signatories to the framework agreement, depending on needs and available budgetary funds, typically on a quarterly basis. The contracting authority will respond clearly and completely to all requests for clarification or additional information from interested economic operators by the 11th day before the deadline for submitting offers, ensuring that operators have at least 10 days to prepare their offers in accordance with the additional requirements introduced through the responses to clarifications. Requests for clarifications can be made up to 20 days before the deadline for submitting offers.
