Telecommunications Services Contract for the National Administration of Penitentiaries

This contract involves the provision of integrated communication services, including fixed telephony, mobile telephony, and online video communication, for a period of 36 months (2024-2027). The contract will be established with a single economic operator, as per the legal provisions outlined in Law no. 98/2016. The contracting authority, the Supply, Management, and Repair Base, will finalize the framework agreement for these services, which will be utilized by the National Administration of Penitentiaries and its subordinate units. The exact quantities of services required are not known at the start of the procedure. Subsequent contracts will be concluded and executed by the beneficiary penitentiary units based on the attached specifications. These contracts may be established simultaneously with the economic operators who are signatories to the framework agreement, depending on needs and available budgetary funds, typically on a quarterly basis. The contracting authority will respond clearly and completely to all requests for clarification or additional information from interested economic operators by the 11th day before the deadline for submitting offers, ensuring that operators have at least 10 days to prepare their offers in accordance with the additional requirements introduced through the responses to clarifications. Requests for clarifications can be made up to 20 days before the deadline for submitting offers.
