The contracting authority, the Supply, Management, and Repair Base, acting as a centralized procurement unit, will enter into a framework agreement for a period of 12 months with a single economic operator. Subsequent contracts will be concluded and executed by the beneficiary penitentiary units within the National Administration of Penitentiaries system, according to the attached specifications. Subsequent contracts may be concluded simultaneously with the economic operator who signed the framework agreement, depending on needs. The contracting authority will respond clearly and completely to all requests for clarification/additional information from interested economic operators by the 11th day before the deadline set in the participation announcement for submitting offers, considering that, according to Article 161 of Law no. 98/2016, economic operators must have at least 10 days to prepare their offers in accordance with the additional requirements introduced through the response to clarifications/additional information. The number of days in which clarifications can be requested before the deadline for submitting offers is 20 days.
