Oldham Council seeks an experienced operator to manage and activate tennis facilities across parks in the borough. This is a commission-based concessionary contract where the operator retains 50% of all generated revenue and pays 50% monthly to the Council. The operator will be responsible for maximizing participation and revenue through membership drives, pay-and-play bookings, coaching programs, and community engagement. Key responsibilities include: managing the Club Spark booking system (£500 annual fee); driving memberships and season ticket sales; organizing coaching for diverse communities including underrepresented groups; implementing LTA-recognized schemes such as local tennis leagues and free tennis offers; establishing schools tennis programs with local education partners and the School Games Organizer; developing disability programs including walking and wheelchair tennis; building partnerships with community groups to reach underserved populations; collecting all payments and managing inquiries; and providing monthly financial reports. The operator must be LTA-approved with a proven track record of maximizing participation and engagement. Oldham Council retains responsibility for court maintenance scheduling. No ongoing council administration time or operator training costs are required. The Club Spark system is already in place and operational.
