Herefordshire Domestic Abuse Support Services Commission

Herefordshire Council is commissioning specialist domestic abuse services to fulfil its statutory obligations under the Domestic Abuse Act 2021. This procurement is structured as two separate lots to increase accessibility for small and medium-sized enterprises (SMEs), voluntary organisations, and social enterprises. Lot 1 - Safe Accommodation Service: Provides crisis response and emergency safe accommodation for survivors at immediate or high risk of harm. The service delivers intensive, person-centred support addressing safety, recovery, and move-on needs for residents and their children. The supplier sources and maintains properties meeting required safety and quality standards. Lot 2 - Community-Based Support and Dispersed Safe Accommodation: Provides ongoing community-based domestic abuse support for individuals and families, plus planned dispersed safe accommodation for those not requiring crisis intervention. Services use a trauma-informed, whole-family approach including targeted support for children, young people, and non-abusive parents, focused on stabilisation, prevention, and longer-term recovery. The supplier sources and maintains dispersed accommodation properties. Bidders may apply for one or both lots. Financial, technical, and insurance requirements are scaled to each lot's scope and risk profile. The procurement welcomes consortium and partnership arrangements, particularly from VCSE organisations with specialist domestic abuse expertise.
