Homes England Low Interest Loans Digital Solution - Cloud Support Delivery

Homes England seeks a cloud support supplier to deliver a Low Interest Loans (LIL) digital and data solution as part of the Social and Affordable Housing Programme (SAHP). The supplier will form a fourth squad within SAHP to develop end-to-end digital capabilities covering discovery, alpha, and beta phases for the LIL grant and loan application, assessment, approval, allocation management, and loan drawdown journey. Key deliverables include a discovery report with findings and resource plan, an alpha prototype for the digital journey, a functional beta application deployed to live service, data and analytics reporting suite with basic external data sharing, business readiness support including training materials and communications plan, complete service transition documentation and knowledge transfer, and support for GDS service assessments. The solution must comply with GDS service standards and Homes England technical standards. The supplier will work with existing SAHP resources, with transition management to protect ongoing delivery.
