Independent Child Trafficking Guardianship Service Expansion

The UK Government is expanding the Independent Child Trafficking Guardianship (ICTG) Service to provide dedicated advocacy and support for child victims of modern slavery across all Local Authorities in England and Wales. This service, operational since 2017, offers independent guardians who advocate for potentially trafficked children regardless of nationality or immigration status, ensuring their best interests are protected throughout decision-making processes. ICTGs provide one-to-one direct support for children without UK parental responsibility and indirect support for those with parental figures in the UK, helping prevent re-trafficking, repeat victimization, and supporting recovery from trauma. The service operates within the National Referral Mechanism (NRM) framework, accepting referrals from First Responders and First Responder Organizations. This contract seeks qualified organizations to deliver these critical safeguarding services that fulfill the UK's legal obligations under the Modern Slavery Act 2015 and child protection legislation.
