    Brief

    Cardiff Council seeks a developer to finance, design, and construct a new youth centre facility (approximately 1,650m2) at Cowbridge Road East in Cardiff. The project is co-commissioned by OnSide, a national charity that operates youth centres in disadvantaged areas, and OnSide will lease the completed facility for 125 years. The successful supplier will be responsible for site remediation (the Council is acquiring the currently occupied land), design, and construction only—fixtures, furniture, and equipment are excluded from this procurement. The Council has set a fixed budget with staged payments (non-negotiable) outlined in the tender documents. OnSide will be a party to the construction contract to ensure the facility meets its operational requirements.
