Wirral Council Healthy Child Programme Contract - Direct Award to Incumbent Provider

Wirral Council intends to award the contract for the 0-19 Healthy Child Programme to Wirral Community Health and Care NHS Foundation Trust under the Provider Selection Regime Direct Award Process C. This is a statutory public health service providing universal access to evidence-based health programmes for children and young people aged 0-19 years (up to 25 years for those with SEND). The service focuses on prevention, early intervention, health improvement and tailored support to reduce inequalities and improve outcomes. The contract award is based on the incumbent provider's demonstrated capability, proven track record, established integration with local services, and ability to ensure continuity of care. The proposed service specification reflects only minor updates to align with 2026 Healthy Child Programme guidance and does not represent material changes to the existing service model. The standstill period runs from 29th July 2026 to 7th August 2026 (8 working days), during which providers may submit representations to procurementpeople@wirral.gov.uk. The award decision was made by Dave Bradburn (Director of Public Health) with input from Julie Graham and Jane Harvey, with no conflicts of interest declared. Assessment criteria included Quality and Innovation (35%), Value (15%), Integration, Collaboration and Service Sustainability (25%), Improving Access and Reducing Health Inequalities (15%), and Social Value (10%).
