Advancing Women Service - Probation Support for Women with Complex Needs

This is a contract opportunity to deliver the Advancing Women service, a specialized probation support program in Kent for women facing complex barriers to engagement. The service targets women on probation with multiple and complex needs—including substance misuse, homelessness, and mental ill-health—who are unable or unwilling to engage with standard community rehabilitation services (Minerva CRS). This is not a replacement for standard probation services but rather a specialized intervention for women who have repeatedly breached their probation requirements and are at increased risk due to their complex circumstances. The service aims to provide tailored support that addresses underlying barriers and helps women progress toward engagement with mainstream probation services. Suppliers should have expertise in supporting vulnerable women, managing multiple complex needs, and working within the probation system.
