Poverty Support Programme 2026/27 - Market Engagement

Fermanagh and Omagh District Council (FODC) is inviting suppliers to participate in a Pre-Market Engagement (PME) exercise for a new Poverty Support Programme contract starting in 2026/27. This is an opportunity to provide input on the scope and scale of this significant service before the formal procurement process begins. The programme will support households affected by or at risk of poverty through personalised wraparound support services. Key responsibilities will include: identifying and targeting at-risk households; conducting face-to-face initial needs assessments; developing personalised support plans focused on maximising income and reducing household costs; facilitating referrals to local services; performing energy efficiency assessments; providing follow-up support; conducting exit interviews to capture client feedback; and submitting monthly reports to Council officers. Interested suppliers must complete the Pre-Market Engagement Questionnaire (available in the CFT Documents area) and submit responses via the eTendersNI Portal messaging facility. Responses can be submitted at any time up to 12:00 on 22 June 2026. No submission deadline extension applies—early submission is encouraged.
