Offaly County Council Housing Maintenance Framework Agreement – Pre-let Repairs and Refurbishment Works

Offaly County Council is establishing a multi-party framework agreement to provide term maintenance and refurbishment services on council-owned housing stock. The contract covers pre-let repairs on approximately 35 houses over a 1-year term. About 30% of properties will require major works including external wall insulation, replumbing, rewiring, window/door replacement, heat pump installation, and new kitchens/bathrooms. The remaining 70% will require standard maintenance such as boiler servicing, door replacement, kitchen/bathroom updates, insulation top-ups, and minor repairs. The council will establish a ranked list of 12 qualified contractors plus 5 reserves based on lowest price, selected through a Suitability Assessment Questionnaire. Works will be assigned via framework rates (Option C) applied to itemized pricing documents, or through mini-competitive tendering (Option A) among qualified participants using e-tender quotes. All contractors must be approved by the council's Health and Safety Officer as Project Supervisors for Construction Sites (PSCS) before appointment. Suppliers must price all items in the Volume C Pricing Document and demonstrate capability to manage both occupied and vacant properties.
