Flood Defence Engineering and Environmental Consultancy Services for Rahan

Offaly County Council is seeking engineering and environmental consultancy services for the Rahan Flood Relief Scheme near Tullybeg in County Offaly. The scheme involves designing and delivering approximately 430 metres of reinforced concrete flood defence infrastructure along the River Clodiagh to protect residential properties and a wastewater treatment plant from 1 percent annual exceedance probability flooding. The consultancy services cover three main phases: (1) statutory consent and detailed design, (2) construction-stage technical support and design authority, and (3) handover and defects management. Specific deliverables include detailed design development, hydrological and hydraulic modelling, ground investigation specification and interpretation, environmental impact assessment review and validation, statutory consent documentation for Part 8 planning approval, works package preparation for the Office of Public Works direct labour construction team, Project Supervisor Design Process compliance, and comprehensive handover documentation. This is a consultancy-only commission; the construction works will be delivered separately by Office of Public Works direct labour. The project is funded by the Office of Public Works and will be procured under the Capital Works Management Framework.
