Cleaning Services Tender - Richard Hale School (3 years)

Richard Hale School is seeking a cleaning contractor to provide comprehensive cleaning services for a secondary school with 1,220 pupils and 130 staff members. The contract runs for 3 years from 1 August 2026 to 31 July 2029, with an optional extension for up to 2 additional years until 31 July 2031. The total contract value is £795,000 (£159,000 annually), awarded on a fixed price basis with monthly invoicing. Services include daily term-time cleaning and periodic deep cleaning throughout the year. The school requires visible, proactive management with high productivity standards and welcomes innovative proposals to enhance current services. Evaluation will be based 35% on price and 65% on quality, with the school prioritising best value over lowest cost. The successful contractor must have minimum employer and public liability insurance of £5 million and annual turnover of at least £750,000. The procurement follows a two-stage Competitive Flexible Procedure, with stage 1 being a Procurement Specific Questionnaire (PSQ) where 5-10 candidates scoring minimum 60% will progress to stage 2 (Invitation to Tender). The current service provider is Evergreen Facilities Services. There are no incumbent staff in the Local Government Pension Scheme.
