Asset Management and Works Ordering System Requirements

National Highways is looking for specialized technical experts who understand its standards and processes to help gather business requirements for two important service areas: the management of its Structures assets and the Works Ordering System. This project aims to define the future system needs for both the Structures Asset Management and the replacement of the Works Management system. The goal is to ensure that the systems effectively support operational delivery, asset lifecycle tracking, and financial governance. The Structures Asset Management service needs continuous development to meet changing business needs and strategic goals. Key tasks include: - Understanding asset needs for maintenance and renewal planning - Reporting to the Office of Rail and Road (ORR) - Long-term investment planning, including business case development for future road periods - Asset valuation and condition assessment - Ensuring compliance with the Design Manual for Roads and Bridges (DMRB) The Works Management system is crucial for managing works ordering processes, including initiation, management, and closure of works, as well as commercial workflows for payment validation and contractor performance monitoring. The future system must maintain and enhance these capabilities. The objective of this task is to gather a detailed set of business and technical requirements for both service areas. This includes mapping processes, modeling data, defining reporting structures, and outlining user roles and workflows. The focus will be on current and future business processes, data requirements, reporting needs, user interactions, and functional requirements, along with a gap analysis to inform future capabilities.
