Ellesmere Town Council Street Lighting Maintenance Contract 2026-2029

Ellesmere Town Council is inviting tenders for a three-year street lighting maintenance contract (October 2026 to September 2029) covering 85 streetlights throughout the town. The contract comprises three main components: (1) Reactive repair service - faults reported by the Council to be fixed within five working days with progress updates if delays occur; (2) Annual structural condition surveys including cleaning and foliage removal from all columns, heads, and brackets; (3) Electrical inspections compliant with current IEE Regulations, spread across the three-year period. Following inspections, the contractor must provide comprehensive reports, electrical test certificates, and a prioritized list of recommended refurbishment works with associated costs. The streetlight stock consists primarily of 2020-converted LED units (Holophane S-Line, Wall Packs, Retrofit Lamps, Amenity Lanterns, and Philips Lumia). Contractors must provide itemized pricing for all repairs and detailed invoices showing all work completed. The successful contractor will be the Council's preferred provider for maintenance work arising from inspections, though this is not guaranteed. The contract will be reviewed after year one.
