Communities, Consultation and Engagement Services Framework

The Combined Authority is establishing a dynamic framework to commission consultation and engagement services from qualified suppliers. This framework enables rapid deployment of expertise across diverse consultation activities while maintaining high standards of public involvement. What you'll deliver: - Full end-to-end consultation and engagement projects for large populations and programmes - Consultation and engagement strategy and plan development - Methodology design for data collection (surveys, workshops, focus groups via online, phone, face-to-face, or paper methods) - Targeted audience sampling and accessible communication strategies - Data analysis, reporting, and insight communication to diverse audiences Key requirements: - Compliance with Consultation Gunning Principles, Public Sector Equality Duty, and WCAG 2.2 level AA accessibility standards - Alignment with the Combined Authority's consultation and engagement standards - Ability to work collaboratively with the Communities, Consultation and Engagement Team and external partners such as local authorities - Project or programme-specific delivery on demand Framework structure: - 3 Lots available - Initial 2-year term with optional 1+1 year extensions (maximum 4 years) - Total budget: £3,600,000 across all Lots for full 4-year period - Work commissioned on an as-needed basis with regular management and review
