Wirral Council is seeking to modernise its Revenues and Benefits services through replacement of legacy systems, including the Electronic Document Management System (EDMS) and core Revenues and Benefits platform. This soft market testing exercise invites suppliers to engage early and help shape the future procurement approach, system design, and service delivery model. The Council is progressing a business case that outlines current system challenges and proposes a phased modernisation programme. Suppliers are encouraged to provide input on technical solutions, implementation approaches, and how to deliver a resilient, efficient, and cost-effective service.
