East West Railway Client Support Services Framework

East West Railway Company is seeking to establish a multi-lot framework agreement to provide scalable professional services supporting the East West Rail programme. The framework comprises three lots: Lot 1 focuses on reporting and project controls (programme controls, management information, cost and schedule reporting); Lot 2 covers commercial management and contract administration (procurement support, contract administration, cost management and commercial assurance); and Lot 3 provides project management and delivery support (workstream coordination, interface management and governance support). The framework will enable flexible, on-demand access to professional services capacity, allowing the organisation to scale resources across development, consenting, delivery and entry into service phases. Services will be delivered through task orders, supporting responsive mobilisation and continuity of capability. Suppliers will operate as an extension of the client team under EWR direction, with clear separation maintained from the Integration, Technical, Operational, Assurance and Environmental (ITOAE) Partner to preserve assurance independence. The framework is expected to run for 8 to 12 years with an estimated total value of £230 million to £350 million (excluding VAT). The procurement will be undertaken using a competitive procedure under the Procurement Act 2023.
