Crisis Resilience Fund - Interim Eligibility and Service Delivery Contract

Hampshire County Council has awarded an interim contract for the management and delivery of services under the Department for Work and Pensions (DWP) Crisis Resilience Fund (CRF), which replaces the Household Support Fund. The CRF provides timely support to households experiencing financial hardship, helping residents meet essential living costs whilst supporting longer-term financial resilience. Key service areas include eligibility assessment, crisis triage, decision-making, administration and delivery of crisis payments, financial resilience support, monitoring and reporting, partnership working, and payment administration. Services are delivered through multiple accessible channels including online, telephone, and face-to-face support to ensure residents can access help in their preferred way. This is a fixed-term interim contract running from 1 July 2026 to 30 September 2026, designed to ensure continuity of service whilst Hampshire County Council completes an open procurement for longer-term CRF service provision (FTS Notice 2026/S 000-059817). Potential suppliers should have experience in crisis support delivery, financial assessment, and working with vulnerable populations.
