Enhanced Care Support Services for Children with Complex Disabilities

Hampshire County Council's Children's Services is seeking qualified providers to deliver enhanced care support services for children and young people with complex and profound disabilities. This includes children with severe learning disabilities, physical disabilities, autism spectrum conditions, challenging behaviours, and complex physical or mental health needs. The service is part of a holistic support package aligned with each child's Care Plan, approved by the Council's County Allocation Panel. Enhanced support services target children requiring specialist care beyond standard domiciliary services—such as behavioural management, specific therapeutic interventions, or support from workers with additional specialized training. This is a call-off procedure where providers can bid to deliver individualized service contracts based on assessed need. The Council seeks to develop the market for more personalized and innovative service delivery models that improve staff job satisfaction and enhance outcomes for service users. Contracts will be awarded through subsequent Individual Service Contracts rather than at the initial call-off stage. Interested providers should have expertise in disability support, trauma-informed care, and evidence-based behavioural interventions.
