Design and Build Contractor for New SEN Pupil Referral Unit in Rochdale

Rochdale Borough Council is seeking a Design and Build Contractor for a new Special Educational Needs (SEN) Pupil Referral Unit to be built on the Mayfield Street site in Rochdale (OL16 2UZ). The facility will accommodate 64 pupils aged 11-16 with Social, Emotional and Mental Health (SEMH) needs and will provide a secure, therapeutically informed learning environment. This is a two-stage procurement process using a Competitive Flexible Procedure. The selected contractor will first enter into a Pre-Construction Services Agreement (PCSA) during RIBA Stage 4: Technical Design to collaborate with the client and design team on design development, construction planning, cost development, and risk mitigation. Following successful completion of the PCSA and agreement on the contract sum, the contractor will be invited to enter into a JCT Design & Build Contract 2024 for construction delivery. The estimated value of the main build contract is £11,317,669.67. Contractors must demonstrate proven experience delivering education projects or similar public sector schemes, strong pre-construction collaboration and cost planning capabilities, and a robust approach to quality, safety, safeguarding, and social value. Progression to the main construction contract is not guaranteed and is subject to successful PCSA completion, budget availability, and the Council's discretionary determination that proceeding is appropriate and in the public interest.
