Brief

NHS England is seeking a provider to design, deliver, and continuously improve a Professional and Generic Skills Programme for approximately 225 postgraduate medical and dental learners annually across the South West of England. The programme develops essential skills in leadership, management, communication, patient safety, ethics, and quality improvement, aligned to the General Medical Council (GMC) Generic Professional Capabilities Framework and NHS workforce priorities. Key responsibilities include curriculum development, learner recruitment and administration, programme delivery, quality assurance, reporting, and ongoing improvement. Delivery will be primarily virtual with flexibility for blended approaches. The initial contract term is three years with options to extend for up to two additional years. This market engagement exercise invites feedback from experienced providers, particularly higher education institutions specialising in postgraduate healthcare education. NHS England seeks input to refine specifications, assess market capability and capacity, explore delivery models, identify risks, and develop procurement strategy. Learner numbers and curriculum content may evolve during the contract to reflect workforce needs, funding changes, regulatory updates, and professional standards—any material changes will require agreement between parties and appropriate governance approvals. Participation in this engagement does not guarantee influence on the future procurement.
