Evaluation of Young Futures Panels

The West Yorkshire Combined Authority is seeking an evaluation partner to assess the Young Futures Panels (YFP). This evaluation will focus on several key research questions: 1) Are the YFP meeting their objectives? 2) How have the YFP been implemented across West Yorkshire, and what factors have influenced their success or challenges? 3) How has feedback from the pilot stage informed the current implementation of the YFP, and what are the pros and cons of this approach? The evaluation aims to identify best practices, areas for improvement, and ensure that the YFP's theory of change aligns with current operations. It will also review the processes involved in delivering the YFP, provide recommendations for enhancing efficiency, and support the integration of these processes into regular operations. Additionally, the evaluation will assess referral processes to local services, gather feedback from young people and professionals involved with the Panels, and help improve monitoring materials for effective performance tracking. The partner will also pilot an impact evaluation to measure the Panels' effectiveness and provide a framework for future evaluations. Finally, guidance will be developed to assist other areas in implementing the YFP.
