Council Tax Discounts and Exemptions Review Services Framework 2026

Hertfordshire County Council is seeking providers to deliver Council Tax review services to ten local authorities (district and borough councils) across Hertfordshire. The framework comprises three service lots: Lot 1 - Single Person Discount Review (identifying residents incorrectly claiming the 25% discount); Lot 2 - Empty Property and Second Home Premium Review (reviewing furnished properties not used as primary residences to identify incorrect exemptions or discounts); and Lot 3 - Other Exemptions and Discounts Review (using innovative approaches to review remaining discounts such as student exemptions). Providers may bid for one, two, or all three lots. The participating local authorities are North Herts, Three Rivers, Broxbourne, East Herts, St. Albans, Hertsmere, Stevenage, Welwyn Hatfield, Dacorum, and Watford. All residents can reapply for discounts or exemptions following reviews, with councils monitoring these reapplications.
