Road Maintenance Project in Touquet-Paris-Plage, France

This contract involves the design and execution of road infrastructure, public lighting, urban furniture, road markings, signage, and green spaces, as well as the undergrounding of overhead networks along approximately 23.8 km of roads. It includes maintenance and upkeep of the road infrastructure, urban furniture, road markings, signage, and coordination of the undergrounding of overhead networks. This is a performance-based public contract that combines design, execution, maintenance, and upkeep aimed at renovating the roads. The process follows a competitive dialogue procedure, which consists of two phases: the 'applications' phase to shortlist candidates (minimum of 3, maximum of 5) based on specified selection criteria, and the 'offers' phase where shortlisted candidates submit initial offers that will lead to a dialogue and final offers. The contract will be awarded based on these final offers. Candidates selected in the applications phase must visit the facilities. A bonus of €25,000 (excluding tax) will be awarded to candidates, with 70% for those submitting appropriate initial offers and 100% for those submitting acceptable final offers. This amount may be reduced by the public buyer if the services provided do not meet the required standards.
