Property Management Services in Helsinki

The procurement involves property management services for areas 1, 2, and 3 of the Chancellery, Culture, and Leisure sector, as well as area 1 of the Education and Training sector in Helsinki. Detailed information about the required property management services can be found in the Service Description attached to the tender documents. The properties are divided into four different areas as follows: - Area 1: Property management services for the Chancellery, Culture Helsinki 1 (includes 16 properties + 1 optional property) - Area 2: Property management services for the Chancellery, Culture Helsinki 2 (includes 11 properties + 6 optional properties) - Area 3: Property management services for the Chancellery, Culture Helsinki 3 (includes 3 properties) - Area 4: Property management services for the Education and Training northern area 1 (includes 9 properties + 3 optional properties) The properties are listed in the area-specific pricing forms attached to the tender. NOTE: The number of properties may increase or decrease before or during the contract period. OPTIONAL PROPERTIES: The tender forms also list potential future properties as options (highlighted in gray) that are not priced at this stage of the procurement and will not affect the comparison of bids. CONTRACT PERIOD: Service contracts will be made with one supplier per area. According to the preliminary schedule, the contracts are expected to start on September 15, 2025, and will be valid until August 31, 2028, after which they will continue indefinitely unless terminated by May 31, 2028. SUPPLIER SELECTION: Suppliers can submit bids for one or more areas (1-4). For areas 1-3, a supplier can only be selected as a contract supplier for one area. Additionally, a supplier can be selected for area 4. An exception occurs if only two suppliers submit acceptable bids for all four areas, in which case the same supplier may be selected for two areas. If only one supplier submits an acceptable bid for all four areas, that supplier may be selected for all four areas. Suppliers must indicate their priority order (1, 2, 3, and 4) for the areas they wish to be considered for. If the same supplier is eligible for selection for three or four areas based on bid evaluation criteria but can only be selected for two areas, the other two areas will be awarded to the second-best acceptable bids. If the same supplier has the second-best bid for both remaining areas but can only be selected for one area, the remaining area will be awarded to the third-best acceptable bid. CONFIDENTIAL MATERIAL: Detailed information about the tasks and their content is provided in the property-specific maintenance documents. These documents contain confidential information from the City of Helsinki's Urban Environment sector. Therefore, access to the maintenance documents will only be granted upon receipt of a signed confidentiality agreement (attached to the tender) and a completed "Property Management Services Procurement 2025, Access Notification for BEM Maintenance Document" (attached to the tender). Please send the completed and signed confidentiality agreement along with the completed access notification to the procurement unit via email at kymp.yllapitokilpailutukset@hel.fi. The program will send an email for initial login to the maintenance document. In the subject line of the email, please write "Confidentiality Agreement Chancellery, Culture Hki 1-3 and Education Northern 1" and the company name. The confidentiality agreement must be signed by the person(s) with legal representation rights verified by the company's trade register extract.
