Printing and Document Management Services in Romania

The purpose of this centralized framework agreement is to provide a "Document Printing, Copying, and Scanning Management Service" on a price-per-page basis by UCA on behalf of users, in accordance with the specifications outlined in the tender documentation. This management service includes providing integrated services and software applications for managing printing equipment and activities, as well as multifunctional printing, copying, and scanning devices. It also includes maintenance of these devices, supply of necessary consumables, and ensuring continuity of service. Users are the beneficiaries of the centralized framework agreement mentioned in Annex 2 of the tender documentation, who will enter into subsequent contracts based on this framework agreement. A framework agreement will be established for 36 months with a single economic operator, according to the specifications: Lot 1 - Management Service for Printing (MPS), Copying, and Document Scanning: between 5,400,000 and 7,200,000 A4 equivalent pages; Lot 2 - Management Service for Printing (MPS), Copying, and Document Scanning: between 5,400,000 and 7,200,000 A4 equivalent pages, with a minimum of 3 subsequent contracts concluded by a User, under which document management services will be provided according to the requirements of the award documentation. Based on the framework agreement, a minimum of 12 subsequent contracts will be concluded per year. The subsequent contract will be established for 12 months or for a calendar year at the User's choice. The framework agreement will be concluded for the maximum quantities for each offered lot, based on which the offers will be prepared. Framework agreement values: Maximum value for framework agreement Lot 1: 2,448,000 lei excluding VAT - Minimum value for framework agreement Lot 1: 1,836,000 lei excluding VAT; Maximum value for framework agreement Lot 2: 2,448,000 lei excluding VAT - Minimum value for framework agreement Lot 2: 1,836,000 lei excluding VAT; Value of the largest subsequent contract Lot 1: 816,000 lei excluding VAT; Value of the largest subsequent contract Lot 2: 489,600 lei excluding VAT; Maximum value of the framework agreement (L1+L2): 4,896,000 lei excluding VAT; Minimum value of the framework agreement (L1+L2): 3,672,000 lei excluding VAT. Requests for clarifications can be made up to 6 days before the deadline for submitting offers. Clarifications requested after this deadline will not be considered. The contracting authority will respond clearly and completely to all requests for clarification/additional information on the 4th day before the established deadline for submitting offers.
