Consulting Services for Transport Systems Supervision

The Romanian Railway Reform Authority (A.R.F.) is seeking to procure supervision services for the implementation of Contract RUIC 51/19.12.2023, which involves the supply of 20 new interregional electric trains (RE-IR2). There is a possibility to increase the quantity by an additional 9 RE-IR2 through an addendum. The contractor will be responsible for adhering to any legislative changes that occur during the contract period and will bear full responsibility for the quality of the project's outcomes and the accuracy of the input data used. There is a suspensive clause: not applicable. The service schedule will follow the contract terms, with documents to be submitted as per Chapter 10 on Monitoring and Evaluation, and payments made according to Article 10 on Contractual Payments. This procurement is part of a project funded by non-reimbursable European financing, supported by Romania's National Recovery and Resilience Plan (PNRR) for the programming period 2021-2027, with funding allocated from the transport sector and state budget (co-financing component). Suppliers can request clarifications up to 20 days before the deadline for submitting offers. The contracting authority will respond to requests for clarifications or additional information no later than the 11th day before the offer submission deadline.
