IT Equipment Supply for Digital Transformation Project in Vâlcea County

Vâlcea County, through the Vâlcea County Council, is the beneficiary of financing contract no. 1771/93/13.3/21.10.2024, signed with the Ministry of Health, which coordinates reforms and investments for the National Recovery and Resilience Plan, Component 7 - Digital Transformation. The project aims to implement the "Investments in the IT system and digital infrastructure of the Vâlcea County Emergency Hospital," with a total value of 4,881,710.45 lei. The main goal of this procurement is to develop a systematic data governance framework to improve data quality and facilitate efficient data exchange among various administrative institutions, healthcare units, service providers, and patients. This includes the development of new IT modules to support healthcare activities through the initiation of a digitalization process, which involves purchasing and installing necessary equipment (IT equipment, communication equipment, and related equipment, including licenses), migrating data to new systems and infrastructures, developing related software applications, and training local technical staff. Specific objectives of the project include: 1. Improving communication networks (IT infrastructure); 2. Implementing and/or enhancing clinical software and interoperability; 3. Implementing and/or enhancing non-clinical software and interoperability. The contracting authority will respond to any clarification requests 12 days before the deadline for submitting offers, provided that economic operators can request clarifications within the timeframe specified in section I.3), which is 21 days before the deadline for submitting offers, in accordance with Article 161 of Law no. 98/2016, with subsequent amendments and completions.
