Construction of a New Sports Hall at Söderblom-Gymnasium in Espelkamp

The Evangelical Church of Westphalia is responsible for the Evangelical School Center in Espelkamp, which includes the Söderblom-Gymnasium. The school complex has a sports hall built in the 1950s that has been closed since late 2021 due to structural deficiencies. A new sports hall is to be constructed to replace the old one. The project began with a design competition for the new sports hall in 2019, and a general planning contract was awarded to the first prize winner. By 2021, planning services were completed up to approximately service phase 6, but the project was halted due to unexpected additional costs. In 2022, the general planner developed a revised plan for the new construction and partial demolition of the existing sports hall. The city of Espelkamp decided to apply for federal funding from the program "Renovation of Municipal Facilities in the Areas of Sports, Youth, and Culture" (SJK 2022), which was approved. A funding notice and a corresponding forwarding notice from the city to the Evangelical Church of Westphalia are available. The funding notice includes various conditions for planning and construction that must be adhered to, including: energy standards according to efficiency building 40, compliance with natural hazard guidelines, sustainable material sourcing, and a statement from the advisory board for people with disabilities. These requirements necessitate a revision of the planning. The previous general planning contract is now concluded, and the upcoming planning and project supervision services must be tendered in accordance with procurement law. This procurement procedure concerns the technical building equipment planning services as per § 53 HOAI. Planning services for other performance profiles will be tendered separately.
