Region Hovedstaden's Center for Ejendomme (CEJ) is responsible for ensuring quality physical environments for the region's healthcare system. CEJ aims to create, manage, and optimize hospitals and facilities necessary for the region to fulfill its important societal tasks. To support these efforts, CEJ is offering this framework agreement for architectural consulting services (hereafter referred to as the 'Framework Agreement'). The agreement will be established with three parallel architectural consultants who will assist CEJ with managing smaller projects under 20 million DKK over the next two years (with the possibility of extension for two additional one-year periods). CEJ's department for Major Constructions (SB) is not included in these agreements. Specific tasks related to the execution of consulting services within the scope of the Framework Agreement will be assigned continuously, either through direct assignment or by holding prior mini-tenders. Each of the three consultants will be linked to multiple departments within CEJ, distributed as follows to handle tasks under 500,000 DKK (direct assignment): • Architect Agreement 1 • Architect Agreement 2 • Architect Agreement 3 The specific locations covered by Architect Agreement 1, 2, or 3 are detailed in Appendix 5 of the Framework Agreement. Tasks exceeding 500,000 DKK will be assigned after holding mini-tenders among the three parallel consultants. The Framework Agreement is expected to be the primary contractual coverage for tasks related to architectural consulting for BOR and DOT. However, the offered Framework Agreement is not exclusive or binding. Each of the three parallel framework agreements (Architect Agreement 1, 2, and 3) is estimated to require consulting services worth approximately 10 million DKK annually, and it is emphasized that the procurement volume for direct assignments and mini-tenders is expected to be roughly identical. This will be determined by the specific needs during the term of the framework agreements. The maximum value for each of the three framework agreements (Architect Agreement 1, 2, and 3) is 20 million DKK annually, totaling a maximum value of 80 million DKK per framework agreement over the total duration of 2 years, including extensions of 2 x 12 months (option). The maximum value for the three offered parallel framework agreements over their full duration is estimated to be 240 million DKK. The uncertainty regarding the total (maximum) value of the three parallel framework agreements is primarily due to the lack of clarification regarding CEJ's procurement needs, and each consultant under Architect Agreement 1, 2, and 3 may also receive assignments based on a rotation principle and/or after holding mini-tenders. CEJ is simultaneously offering a 'framework agreement set up' for Client Consulting, Technical Consulting - Engineering, and Total Consulting. Each 'set up' is offered separately through a distinct procurement notice. A bidder can win one (parallel) agreement per 'framework agreement set up', but regarding specific tasks, for example, cannot be both an architectural consultant and a client consultant on the same project. The framework agreement with appendices establishes the scope and terms of CEJ's obligations and responsibilities in connection with the execution of the consulting services covered by the Framework Agreement. The services included in the Framework Agreement are the consulting services described in the Service Description for Building and Landscape (YBL18) published by Danish Architects and FRI. The procurement will be conducted as a restricted tender. This means that a prequalification will be conducted followed by a bidding round where the prequalified companies will have the opportunity to submit bids for the Framework Agreement. CEJ will prequalify 6 applicants. If the number of suitable applicants is lower than this, the region may invite the specific number of suitable applicants to submit bids. Applicants must submit an ESPD with information on turnover, solvency, and a reference list as per the detailed requirements described in this notice.
