Direct Payment Support Services - Strategic and Finance Partnership

Worcestershire Council is seeking suppliers to deliver comprehensive Direct Payment Support through two flexible lots. Suppliers may bid for one or both lots based on their capabilities. Lot 1: Direct Payments Strategic Support Partner - Provide strategic guidance to grow direct payment adoption across Worcestershire. Act as a micro brokerage service, connecting direct payment recipients with available services (both paid and free) from the Voluntary Community Sector. Advise social work staff and collaborate with community services, social prescribers, and public health teams to deliver efficient, person-centred solutions. This role suits voluntary or service-user-led organisations with existing community expertise. Lot 2: Direct Payment Finance Partner - Deliver financial management services including payments processing, managed accounts, and payroll administration for Personal Assistants. Operate managed accounts on behalf of the Council following new approval processes and employ Personal Assistants to provide cost-effective support services. This two-part model enables the Council to support people using direct payments to access the right services at the right price, while reducing administrative burden on social care teams.
