Brief

This contract seeks research and development services to create a comprehensive guide for conducting detailed planning analyses related to flood events affecting federal road infrastructure in Germany. Following severe rainfall events in 2021 and 2022, there is a recognized need to assess the impacts of heavy rainfall-induced flash floods on transportation infrastructure. The Federal Agency for Cartography and Geodesy (BKG) will produce and publish warning maps for heavy rainfall hazards from 2023 to the end of 2025. However, these maps are not sufficient for detailed analysis of potential flash flood risks. Previous research has focused on heavy rainfall exposure and risks, particularly concerning road and rail infrastructure. This project aims to systematically identify components of transportation infrastructure that may be affected by heavy rainfall and flash floods. A method for analyzing potential flood areas on the federal road network has been developed, but standard classification of potential impacts and detailed analysis methods still need to be established. The goal is to provide planners with a standardized methodology to assess local risks and impacts of heavy rainfall events on road infrastructure, enabling them to conduct independent risk assessments for their planning sections.
