Urban Planning and Landscape Design in Alfeld (Leine)

The city of Alfeld (Leine) is a medium-sized center in the Hildesheim district of southern Lower Saxony, with approximately 18,500 residents. It is the second-largest city in this district and is located within the Hannover-Braunschweig-Göttingen metropolitan region. In August 2024, Alfeld was included in the urban development funding program 'Living Centers - Preservation and Development of City and Town Centers.' The goal of this program is to strengthen and revitalize city centers and local centers. In preparation for the application to this program, significant visible urban planning and functional deficiencies were identified during site visits of the redevelopment area (historical old town including the fortifications and the Kaiserhof quarter) and preliminary discussions with the city administration at the end of 2021 and beginning of 2022. The Urban Development Concept (VU/ISEK) was completed by the Lower Saxony State Company and Alexander Rudnick Consultants in spring 2023 and updated in 2024 (as of September 25, 2024). The redevelopment area covers approximately 23 hectares and includes the historical city center with numerous historical and protected buildings and the fortifications. The Kaiserhof quarter is already being developed by a private investor and is therefore no longer part of the redevelopment area. In October 2024, the redevelopment statute, including the map of the redevelopment area, and the municipal funding guidelines were approved by the Alfeld (Leine) city council. For the formal processing of the redevelopment, the support of a fiduciary redevelopment agency according to §§ 157,158 of the Building Code (BauGB) is required. The redevelopment agency is expected to assist and advise the city in carrying out the redevelopment, including urban planning, property transactions, public relations, engaging and advising property owners in the redevelopment area, as well as applying for and documenting funding.
