Personnel Services for Public Sector Communication Advisor

The organization Meerinzicht is a collaboration of the municipalities of Ermelo, Harderwijk, and Zeewolde, focused on joint operations and execution of municipal tasks within the social domain. The current senior communication advisor will be partially released for a complex and time-consuming project for a period of 6 months. Some of the advisor's tasks need to be taken over during this time. The (interim) advisor will work for the Communication team of Meerinzicht (MiZ), but will practically serve the municipality of Zeewolde. Support in developing content and utilizing online and social media will be provided by the central back-office team Content & Creation of MiZ. The daily functional management of the communication team in Zeewolde is under the senior communication advisor. The formal supervisor is involved but is more distanced from daily operations. The municipality of Zeewolde is 40 years old, making it a relatively young municipality. Residents, the municipal council, and officials strive to maintain the rural character of Zeewolde while the national government sees it as a growth location for housing, asylum seeker accommodation, and strengthening defense tasks due to the available space. The administrative and political organization is driven, collegial, and engaged, but tends to work in an ad-hoc manner. The organization recognizes this and is working towards change. The Communication team plays a crucial role in this cultural change. The team operates with an annual plan based on municipal priorities and the coalition plan, which determines what the Communication team will and will not undertake. We are looking for an experienced (public) communication advisor who can independently advise two aldermen, develop communication plans, and oversee their execution. The advisor must be able to set boundaries for their assignment and should be able to say 'no' when a request for support falls outside the annual plan. Candidates must meet all requirements, wishes, and competencies at least partially. If not, the contracting department (Communication) reserves the right not to award the contract due to 'no suitable candidates'. Suitable candidates will have a selection interview with the HRM & Communication department manager, the senior communication advisor, and a colleague advisor, followed by a compatibility interview with an alderman and the municipal secretary.
