Subscription Services and Software Licenses for the University of West Timisoara

The contracts to be awarded under this procedure will focus on the procurement of subscription services and software licenses, divided into 12 lots, for the University of West Timisoara. This procurement is financed through the National Recovery and Resilience Plan (PNRR) as part of the project "Digital Community for Emerging Generations" (contract number 14048/19.09.2022). The contracting authority intends to conclude contracts for subscription services and software licenses with an estimated total value of 924,738.06 lei excluding VAT. This includes subscription services valued at 593,163.58 lei and software licenses valued at 331,574.46 lei, as specified in the procurement program of the PNRR project. To ensure broad participation, including from subscription service providers and suppliers of perpetual software licenses, the procurement is divided into 12 lots. If the estimated time for concluding contracts exceeds the delivery/performance deadline of March 27, 2026, the procedure will be canceled. Exceeding the delivery deadline established in the offer and contract may lead to contract cancellation, as this is financed through the National Recovery and Resilience Plan (PNRR). These measures are justified by the fact that March 31, 2026, is the final implementation deadline specified in the financing contract related to the PNRR. Suppliers can request clarifications up to 5 days before the deadline for submitting offers. The contracting authority will respond to all requests for clarification or additional information by the third day before the deadline for submitting offers.
