Brief

Beyond Housing Ltd, a major housing association operating approximately 15,000 properties across the North East of England, is conducting market research for a new Active Fire Services contract starting June 2027. The contract covers three geographical areas: Redcar (10,000 properties), and Scarborough/Whitby areas (5,000 properties), spanning postcodes YO11-14, 21-22; TS6-7, 9-10, 12-14; and DL3. The contractor will maintain fire safety compliance across diverse premises including office buildings, depots, community centres, extra care facilities, and multi-storey residential buildings in rural and non-rural locations. Key services include emergency lighting, fire alarms, smoke alarms, fire extinguishers, sprinklers, water mist systems, risers, automatic opening vents, fire dampers, and flat door closers. The successful contractor must demonstrate expertise in DRAX fire-monitoring systems, provide a real-time digital portal for documentation and scheduling, manage all appointment coordination independently, maintain 100% compliance with servicing dates, and hold CDM Principal Contractor status. The proposed contract term is five years (3+2 basis) with a break clause. Beyond Housing will appoint a primary contractor and a second-ranked contractor for business continuity. This market engagement exercise seeks supplier feedback on addressing compliance challenges, value-added services, and cost-effective delivery methods. An open tender procedure is planned for September 2026, with a 7-week mobilisation period before contract commencement.
