Westminster City Council - Multi-Lot Consultancy Framework

Westminster City Council (WCC) is establishing a council-wide consultancy framework to streamline the procurement of professional services across multiple departments including Housing Works, Housing Term Partnering, Corporate Property, and Regeneration & Development. Currently, consultancy services are sourced through fragmented individual procurements, existing frameworks, and ad hoc arrangements. This new framework will provide a structured, efficient, and strategic approach to service delivery. The framework will operate across multiple lots covering: Housing General and Housing Repairs and Maintenance (£23 million annual spend), Corporate Property (£10 million annual spend), and Regeneration & Development (£15 million annual spend). The framework is anticipated to run for up to 8 years with built-in refresh intervals, allowing suppliers to update their offerings and new suppliers to compete for work with WCC.
