    Brief

    Newport City Council is establishing a new framework for drug, alcohol, and DNA testing services to replace the existing framework expiring on 30 September 2026. The new framework will begin on 1 October 2026 and is available to Welsh local authorities. It comprises two lots: Lot 1 for Drug and Alcohol Testing Services, and Lot 2 for DNA Testing Services. To be appointed to the framework, suppliers must be accredited to ISO/IEC 17025:2017 standards. Suppliers applying for Lot 2 (DNA Testing Services) must also be approved by the UK Ministry of Justice. The procurement will follow the Light Touch Regime under the Procurement Act 2023. This is an opportunity for qualified testing service providers to join a multi-authority framework serving Welsh local government.
