Integrated Sexual Health Services Contract – Swindon

Swindon Borough Council is seeking qualified service providers to deliver integrated sexual health services under the Provider Selection Regime (PSR) Regulations. This is a single-lot contract combining clinical services, digital access, postal testing, long-acting reversible contraception (LARC) in GP practices, community outreach, and prevention programs. The council has a legal duty to provide open-access sexual and reproductive health services and is moving toward a digital-first, outcomes-based, prevention-focused model. The initial contract runs for 5 years (from 1 April 2027) with a guaranteed value of £13.1 million, with an option to extend for two further 2-year periods (up to 9 years total, worth £23.58 million). Providers may also generate additional non-guaranteed Out of Area (OOA) income (estimated at £350,000 annually), which must be reinvested into the service. Interested providers should submit expressions of interest through the competitive process.
