Lift Maintenance, Repairs and Installations Contract for Council Housing

Westminster City Council is seeking a contractor to provide comprehensive lift maintenance, repairs, and installation services for approximately 374 lift assets across its 21,000-home housing portfolio. This borough-wide contract, part of Tranche 2 of the Council's housing repairs re-procurement programme, will replace the existing arrangement expiring in June 2027. The successful contractor will be responsible for planned preventative maintenance, 24-hour emergency breakdown and passenger entrapment response, reactive repairs, major component replacement, lift modernisation and refurbishment projects, new installations, statutory inspections and compliance activities, monitoring system management, and asset record maintenance. The portfolio includes diverse lift types, ages and manufacturers across high-rise buildings, listed properties, and conservation area locations. This is a multi-year borough-wide contract with significant scale and stability, requiring demonstrated expertise in managing complex lift assets across varied building types and technologies.
