Technical Assistance for Brazil's 2050 Strategy Governance Framework

Palladium, on behalf of the UK Foreign, Commonwealth and Development Office (FCDO), is seeking a qualified supplier to provide technical assistance to Brazil's Ministry of Planning and Budget. The supplier will help establish a robust governance framework that coordinates across federal, state, and municipal levels to implement Brazil's 2050 Strategy. This long-term strategy addresses climate change impacts, promotes just economic transition, builds resilience, integrates GEDSI principles, and supports poverty reduction. The successful supplier will design a governance model and multi-level institutional framework that enables consistent monitoring of strategy implementation, tracks progress across regions and sectors, and supports evidence-based policy decisions. Work will focus on strengthening organizational and institutional capacity, developing innovative policies and tools that reduce emissions, and ensuring alignment with International Climate Finance Key Performance Indicators. This opportunity is funded through the UK Partnering for Accelerate Climate Transitions (UK PACT) programme.
